Research methods: in the process of research, the scientists have used methods of systemic analysis, methods of comparative, analytical and expert assessment, and econometric methods. Theoretical and practical results: investigation on foreign experience as regards observing the standards of debt security and optimization of the structure of the state debt. Systematization of the risks of domestic and external financing of the budget deficit. Generalization of the practice of budget financing at the expense of domestic and external government borrowing in the countries with similar level of socio-economic development; determination of quantitative parameters for raising borrowed funds from domestic and external sources. Proposals on financing the deficit of Ukraine's state budget; justification of financial and economic measures to reduce the dependence on external financing. Improvement of the structure of financing of the deficit of Ukraine's state budget. Sphere of application: The results of the investigation will be used in the work of Ukraine's Ministry of Finance.
