During the implementation of research the following tasks were done: the scientific and methodical maintenance for holding of the basic seminars of indicated topic was created; the organizational and methodical maintenance of seminars was created; teaching and methodical seminar for public servants was organized and held; the methods of holding of the teaching and methodical seminars was worked off; the approbation of scientific and methodical materials of seminar was done. The results of the research will be implemented in practice of the Regional Institutes of Public Administration of the National Academy of Public Administration of Officeof the President of Ukraine, Centers of the system of in-service training of the specialists in the area of public administration, will be published during scientific conferences and scientific and methodical seminars, will be used during preparation of scientific works.
