In order to define organizational and legal basis for forming and conducting the Registry of communal property in housing and communal services economy of Ukraine, there were researched the legislation of Ukraine concerning conducting the registry of state-owned objects and the legislation of the Kirghiz Republic concerning conducting the account and the registry of municipal property objects. On the basis of the research, the organizational and methodological principles of forming and conducting the Registry (in particular - regarding selecting the optimum list of parameters for maintaining it) were developed. There were givenrecommendations on determining structural divisions of local self-governments, which are to form and to conduct the Registry; their functions concerning accumulating, analyzing, updating, saving and protecting the data of the Registry and concerning control over the reliability and access to the data.
