The purpose of work - to provide a powerful toolkit for public opinion surveys on pressing questions of construction, town-planning and housing and communal services economy to central and local authorities. The methodology of regular public opinion surveys will allow to study people's priorities, preferences and the attitudes, to reveal the rate of population's support of plans and actions offered in the sphere of construction, town-planning and housing and communal services, to monitor the efficiency of programs and projects. Methods of research - qualitative methods of sociological researches, computer modeling, content - analysis, linguistic analysis, synthesis, observation, generalization, case study. The choice of qualitative methods of public opinion surveys is proved. The most used of qualitative methods are considered, the main attention is paid to methods of deep interviews and focus-groups. Advantages and disadvantages of thesemethods are considered, as well as restrictions concerning their use. Principles of the organization, conducting and the analysis of results of focus-groups and deep interviews are described.
