The aim of research in theoretical substantiation of the constitutional legal guarantee of political rights and freedoms of a person concept is to include recommendations as for perfection of national legislation system in the sphere of people's rights and freedoms, recommendations of how to perfect functioning of the Law Enforcement Agencies in the process of guaranteeing people's rights and freedoms. The method of research is dialectical method of scientific conscious of legal issues and processes that gives an opportunity to consider them in the process its and society's development, determines conformities with a law and tendencies while researching human rights. Simultaneously law-comparative method is used, especially to analyze condition of affairs in different countries in the world which is a valuable approach based on necessity to get not only scientific but valuable information about the subject of research. The Results and their novelty: elaboration of law-constitutional principles of securing peoples rights in law enforcement activities of Ukrainian Agencies of Internal Affairs. Connection with other researches: 250 articles with topical problems of people's rights printed in the second volume of "International Police Encyclopedia", "Personal Life and Police ", "Administrative Activity of Law Enforcement Agencies ", "International Migration Right " were prepared by the authors of the project.
