The scientific-research work purposes contain the conducting of the complex research and providing recommendations about rural territories and local self-government system constant development as well as grounding of their further improvement directions and definition of the effective methods of the rural territories balanced development in the conditions of the market relation becoming. In result the suggestions are provided, connecting to the native improvement of rural territories socio-economic development, including the further development of the personal peasants economies, small business social and production infrastructure; recommendations in relation to the improvement of local self-government functioning and increasing the motivation of their work are implemented; suggestions about forming of the valuable rural territorial communities on the basis of the services approaching to the population, growths of the equipping modern of the villages and rational use of the productions resources are conducted; the directions of the providing the new generation of professional administrative shots for local advices are offered; recommendations in relation to the improvement of the interbudgetary relations system and growth of the territorial communities financial rules are developed. An application domain are the executive power organs system and local self-government of all levels as well as rural (settlements) territorial communities, agrarian consulting services, associations of local self-government organs, educational and scientific establishments of agrarian type.
