The aim of the work is to enlighten principles and peculiarities of formation of villages, urban villages and rayon level towns and their role in social-economic development of abovementioned units of administration. In the process of research the next general and special scientific methods were used: abstractly-logical, deductive, inductive, system-structure and system analysis, economic-statistical methods. The peculiarities of formation the local budgets by programme-objective metho1ds are analyzed. The peculiarities of budget regulation at local level are classified are classified, the role of budget regulation in economic life of the region is shown.
