The Purpose of the work: to analyse theoretic-methodological bases of functioning of financial mechanism of management by ecological-innovational development and to define the system of aims, principles and criterias of his forming. Research method: system approach, dialectical method and method of logical generalization. The result of research is systematization of theoretical approaches to opening of essence of economic category "financial mechanism" in the context of ecological-innovational development of economy, and exploitation of scientifically-methodical positions in relation to forming of such mechanism. Novelty of work performances: generalization of theoretical approaches to the analysis of mechanism of action of the system of financial relations in the process of ecological-innovational development of economy with differentiation in the phases of depression, revival, growth and slump; it's segregated the system of financial leverages, which most complex provides ecological-innovational character of development of economy; the system of aims, principles and criterion base, which, unlike existing, admit to account properties of such development in operations of the accord levers of management are proposed.
