The thorough analysis of the national legislation in sphere of energy saving and foreign experience concerning energy saving stimulation is carried out. The basic attention is given on energy saving questions in housing and communal services, industry and budgetary spheres. The complex of offers concerning introduction of energy saving mechanisms in housing and communal services is developed and the project of the legislation concerning energy audit is developed. The offers on development of energy saving in budgetary sphere have been prepared in operation this work. They may be seen as the factor of future improvement of energy efficiency in national economy.
