The objects of investigation are control systems of differential equations. The aim of the research is tо find necessary and sufficient conditions for the null-controllability of linear systems with geometric constraints on the control without the assumption that the origin is the rest point of the system. The method of the research is successive analytic and logic analysis of the investigated objects. The criterion of the controllability uses the return condition on the segment which is more general then the existence of the rest point of the system. The significance of the research is defined by the possibility to apply its results to the theoretical and practical investigations. The prediction is to find effective analytic and calculus methods to construct the controls guarantying the null-controllability and the global controllability.
