The purpose of the Program is to provide of scientific-organizational, legislative conditions of sustainable development of rural areas, improvement of quality of rural life, strengthening of self-sufficiency of rural communities with the maximally effective using of local resources and private initiatives. That foresees diversification of economic activities; rise of agricultural production competitiveness and support of ecological equilibrium. The methods of research were used: generalization, statistical analysis, expert estimations, computation-structural, balance, monographic. Development of Project of Conception and Structure of the National program of sustainable development of rural areas of Ukraine to 2020 will give possibility to develop the Project of Program and perfect the organizational-economic bases of development of agricultural production in future and to promote the welfare of peasants on this basis, that will assist to development of social sphere of rural areas to providing of their technogenic and ecological safety. The Program will be used at all level of development rural areas management, that will give possibility to provide: rise of level of employment and increase of profits of rural population; development of engineering and social infrastructural of rural settlements according to social standards and to multiply the volume of grant of social services to the rural population in three times; improvement of ecological situation in rural locality, increase of production of gross goods in two times and increase of profits of agricultural commodity producers in three times.
