It was determined that the pre-charging procedure of alloy with oxygen is an inseparable and indispensable condition of insulator coating formation at the interface during next contact of solid metal with liquid Li[Er]. The saturation of vanadium alloy by oxygen is accompanied by the formation of ordered TiO2 metastable ultra-precipitates. The optimal accumulation of oxygen occurs when relation Ti:O=1:2 takes place. At the highest oxygen concentration the ordered structure lost their coherence with bcc matrix and disintegrates. It was proved experimentally that it is metastable structure that affords to create the insulator coating Er2O3 at the surface of V- alloy during contact with the Li[Er]. The principle capability of realization of liquid metal technology to form the insulator coating was proved, with regard to vanadium-lithium blanket.
