The goal of research - the development of conception of state policy in industry of preparation of specialists for foreign countries in the institutes of higher of Ukraine. The methods of research - analysis, synthesis, specification, learning experiences, questionnaire, experiment, the method of expert evaluations. Results: the project of state conception in industry of preparation of specialists for foreign countries was made; legal acts which provide preparation of specialists for foreign countries in the institutes of higher of Ukraine are systematized; the model of management of preparation of specialists for foreign countries at the level of institute of higher was developed; the program of cultural and social adaptation of foreign students in the institutes of higher of Ukraine was developed, manuals on Ukrainian for foreign citizens which study on philological faculties and on the preparatory faculties in the institutes of higher of Ukraine were written; the reference book of institutes of higher of Ukraine, in which carry out professional preparation of foreign citizens, was printed, with pointing of their essential elements and specialities; the program of linguistic preparation of foreign citizens which pass preparation in the institutes of higher of Ukraine after the educational-qualifying level of master's degree was developed. The novelty of research - the project of state conception in industry of preparation of specialists for foreign countries in the institutes of higher of Ukraine, the model of management of preparation of specialists for foreign countries at the level of institute of higher and program of adaptation of foreign citizens which get education in Ukraine were developed first; in addition, a legal base which regulates preparation of specialists for foreign countries in the institutes of higher of Ukraine was systematized informatively, and methodical accompaniment of such preparation was made. The efficiency of research - the results of research are instrumental in the considerable upgrading preparation of specialists for foreign countries in the institutes of higher of Ukraine. The branch of using - the results of research are universal and can be inculcated in any institute of higher of Ukraine. Results are represented in maintenance of courses "Pedagogics of higher school", "The state policy in industry of education" for the master's degrees of speciality of "Management educational establishments", special course "Ukrainian as foreign: initial communicative course".
