The activity is aimed at assuring the uniformity of measurements of the amplitude modulation index of high-frequency oscillations in Ukraine. Research essence and equipment: in-depth analysis of the state of the standard equipment, modernization and replacement of technically and morally out-of-date units and devices, development of a PC-based control-computing system, study of the possibility to use new schematic solutions for improving the metrological and operating characteristics of the measurement standard. It is shown that the operation principle implemented in DETU 09-02-96 is still the most accurate and basic principle in AM signal generation. A number of enhancements were introduced into the equipment which implements the basic method. In particular, manual setting of the calibration mode with AM index 100 % is implemented which facilitates the measurement in the standard. A new method for generating AM signals on high-linear analog multipliers is implemented which helps automate 100 % setting. This considerably saves the time for verification, and allows avoiding errors of human character. A fundamentally new control-computing system of the measurement standard is created, and a number of scientific and technical tasks relating to the system connection, programming and information assurance are solved. The created system solves the tasks of not only automation but also measurement, calibration and certification of the standard. The activity performed made it possible to improve the metrological reliability of the measurement standard. Due to financing problems for the period from the third quarter of 2008 to the fourth quarter of 2010 no PCs and measuring instruments were purchased to replace the technically and morally out-of-date equipment. The activity was not made in full. Since the measurement standard is operative and maintains the whole system of measurement assurance in amplitude modulation in Ukraine the finalization of its improvement is of great importance.
