The research goal is to develop methods of determination of regular trends of a mutual influence between technical, economical and probability indices of quality and a technology of a parametric optimization of launch vehicles and spacecraft under conditions of a global competition. The research methods are the system analysis, the theory of decision-making, the theory of probability and mathematical statistics, optimization methods, system programming. An approach to formation of technical, economical and probability indices of rocket and space technology products is proposed considering special features of market relations in space activities. An index of budget efficiency- a relation of budget revenue to budget assignment for the project- can be used as a criterion of an economical efficiency under conditions of a global competition. An information technology of a parametric optimization of launch vehicles and spacecraft on a criterion of budget efficiency is developed considering reliability and safety requirements.
