Research method - NDR is executed with application of theory of the queuing, theory of телетрафіка and theories of chances systems. For the estimation of exactness of the offered solutions the methods of the object-oriented programming and imitation design are applied with the use of methods of mathematical statistics. An apparatus is a computer with the installed specialized software.
