Research Ob''ekt is local budgets and influence on their forming and implementation of the crisis phenomena. A purpose of work is determination of ways of increase of efficiency of the system of the financial smoothing of local budgets, as to the instrument of socio-economic development of administrative-territorial units.Task: a study of influence of the crisis phenomena is on an economy and receipt to the local budgets. Determination of basic internal and external threats the system of the financial smoothing of profits of local budgets is during the crisis phenomena in an economy; development of acceptable to the practical use indexes and indicators of influence of the crisis phenomena is on a receipt to the local budgets.Methodical ground and formalization of calculation of profits of local budgets which are taken into account at determination of volume of interbudgetary transfertiv with the use of coefficients of influence of the crisis phenomena; a complex estimation of factors of influence is on a receipt to the local budgets of Ukraine for the last 5 years. Preparation normatively legal base and forms of documents, which will be used during realization of monitoring of present and potential threats of influence of the crisis phenomena on the state of receipts to the local budgets.Development of general recommendations and suggestions is in relation to possibilities of the use of the developed indexes and coefficients at the calculation of prognosis volume of profits which are taken into account at determination of volume of interbudgetary transfertiv. The analysis of factors which influence on forming of local budgets is conducted in a report, considered system of co-operation state and local budgets, generalization of world experience of forming of budgetary mutual relations of center and regions is carried out.The analysis of profitable part of local budgets is complemented a concrete example on the Kharkiv area. The external and internal factors of influence of the crisis phenomena are studied on forming of local budgets. Application of method of analysis of hierarchies is considered for determination of changes, pov''yazanikh with the crisis phenomena, in the structure of forming of local budget. Probabilistic approach on the basis of theory of chains allows to forecast Markov, offered in-process, and koreguvati process of implementation of budgetary projects with a purpose concentrating of money is on territory of regions for his socio-economic development which increases entering local budget.
