The purpose of the study research "mechanism to determine the effectiveness of customs" section "Development of indicators to measure the activity of the Customs Service as part of national security" is to ensure the efficiency of customs of Ukraine. The aim of this work is research and development of methodological approaches for monitoring of customs controls aimed at increasing the efficiency of customs. The objectives of the study are: analysis of existing customs authorities reporting forms and statistics for the presence of performance-indicators of the efficiency of customs authorities, analysis of existing performance indicators of the customs authorities in terms of completeness of coverage of the efficiency of customs authorities, the development of an integrated system of indicators assessing the efficiency of customs of the lower tiers (customs posts, customs), the central apparatus of the Customs Service of Ukraine and Customs Service, proposing amendments to existing forms of reporting and statistical information on the completeness of incorporation of a system of indicators assessing the efficiency of customs authorities. As a result, the study found that the evaluation of the effectiveness of customs authorities is a complex process that includes developing criteria, system performance evaluation of each criterion and summing up to determine the status of the customs authorities. Important place among the performance indicators customs authorities take time customs procedures, standards, development of which is currently in the customs system only begins. The system of evaluating the effectiveness of the Customs Service shall take into account the internal structure of the customs authorities, and built taking into account the tasks that rely on a certain level in the hierarchy of the Customs Service of Ukraine. The novelty lies in the need for bringing in the Customs Service of Ukraine as the basic inputs for monitoring customs control: electronic declaration of goods, systems control the import and export data using electronic international register of economic operators. These objectives determine the need for integration of telecommunication resources of the Customs Service of Ukraine and international community.
