The effect can not be explained in a simple way, it includes several mechanisms, such as: 1) increase of electromagnetic field near the rough metal surface or metal film, 2) increase of dipole transition moment of adsorbed molecules; and was theoretically described by V. Kosobukin. However, along with undoubted SEIRA advantages (high sensitivity of the method, detection of monolayer film and up to 10 pg, a possibility for determination of orientation of the molecular groups, much-improved observation of the bands due to the surface selection rules), the method has some disadvantages. One of them is metal surface influence on the SEIRA spectra in comparison with conventional FTIR spectra. Despite of great interest to this effect, experimental application is not so simple and sometimes it is very difficult to reach good enhancement in the spectra and understand what type of metal surfaces could be better apply in biological application in SEIRA. Factor of enhancement is determined by 1) by structure and morphology of metal surface; 2) type of the molecules and its organization on the metal surface; 3) geometry of the experiment , etc. Many controversial results have been obtained with SERS, especially: 1)The spectra could be distorted by nanostructured metal surfaces, 2) breaks of selection rules for molecules near metal surfaces that depend on the size of metal particles 3) missing enhancement of the RS signal for the molecules adsorbed or attached to some surfaces, Therefore, we want to joint together the knowledge of both groups from Germany and Ukraine having a huge potential in preliminary study of this effect, to solve the problems of fundamental interest connecting with application of the method in spectroscopy of biological molecules.
