On the basis of theoretical generalization of world experience, and also results of analysis of methodical approaches to forming of mechanism of state administration of scientific and technical and innovative development of regions: goals and conceptual positions of state and regional administration of scientific and technical and innovative development of regions have been identified and grounded on the basis of the system, program and purpose-oriented approach; scientific methodical recommendations of the estimation of scientific and technical and innovative potential of Ukraine after a resource and productive components have been developed; recommendations in relation to the improvement of functional structure of management scientific and technical and innovative development of regions have been offered; the mechanism of monitoring of development of the scientific and technical and innovation systems of regions have been developed; methodical recommendations as to choice of instruments of the tax regulations of scientific and technical and innovative development at regional level have been grounded.
