The purpose of the research is the search for the modes of electrodischarge synthesis of carbon nanomaterials with different electric and magnetic properties due to yield of different allotropic nanocarbon forms. It is shown that electrodischarge treatment of liquid and gaseous carbon-containing raw materials is a prospective method to obtain carbon nanomaterials with a different type of a short-range order and different electric and magnetic properties, respectively. Modes and parameters (voltage, capacity, pulse repetition frequency) are determined for electrodischarge treatment of liquid and gaseous carbon-containing raw materials allowing for obtaining carbon nanomaterials with a different type of a short-range order and a broader range of electric and magnetic properties. It is shown that the powders with the apparent density to 400 kg/m3 obtained from liquid carbon-containing raw materials at voltage 35 kV, capacity 0.25 µF and frequency 4 Hz and having electroconductance of an order of 0.01 S/m are diamond-like, and powders obtained at voltage 20 kV, capacity 0.1 µF and frequency 4 Hz and having electroconductance more than 100 S/m - graphite-like. This data can be used for an express analysis of carbon materials of an unknown type of a short-range order obtained for the first time. Control of electroconductance of powder carbon material with a known apparent density can serve a method to determine the level of its cleanness against metal admixtures and some metal oxides admixtures. The magnitude of specific magnetic permeability of a row of powders reaches 10, i.е. carbon powders reveal ferromagnetic properties. For the first time nanocarbon materials with an onion-like structure are obtained having С-96 %, О - 4 % that show ferromagnetic properties.
