The elaboration of such model sometimes is restricted not only with the objective factors, but because of the lack of new thinking stereotypes, lack of understanding of public power by municipal and public authorities as well as ordinary citizens. The solution of the problems of communicative policy for government and civil society requires institutional, financial, organizational, economic and scientific support, while its implementation is realized through the activation of mechanisms of public governance. Press-services play the important role in a democratic society. They report information about the power to citizens, on-time response to events that concern the population. The main aim of the project is to analyze the legal and organizational basis of the formation of communicative policy of the state and local authorities, development of principles of press-services of state and local government in the conditions of the reforming of public authorities, as well as models of effective informational interaction of state and local governments. Designing and developing the Handbook "Fundamentals of the press-services of state and local governments: the foreign and Ukrainian experience" is of great importance. The purpose of the Handbook is to provide practical advice to representatives of press-services of state and local governments to organize an effective mechanism for communication between press and government in formation and implementation a coherent communicative policy of the public administration and civil society with strengthening the partnerships between power and society.
