This report presents the results of research work, " Forecasting of the physical processes parameter variations based on incoherent scatter radar database over Central Europe region" which is performed according to the order of the Ministry of Education and Science of Ukraine № 1043 from 17.11.2008. The results of observation and analysis of the seasonal-diurnal variations of the ionospheric plasma parameters on the rise phase of 24th solar cycle (2009 - 2011) are presented. The results of studying the effects of variations in the geospace parameters accompanying partial solar eclipses August 1, 2008 and January 4, 2011 are presented. The report presents the results of theoretical modeling of variations in the dynamic and thermal processes in the ionosphere.
