Revealed that a common understanding of "cross-border convergence regions" is "convergence" or "assimilation" of socio-economic development of border regions in neighboring cross-border area. Highlighted the absolute cross-border convergence (convergence of levels of development is adjacent border regions cross-border space of time) and conditional cross-border convergence (imposing additional restrictions on the process), which made it possible to develop a methodical approach to the development of appropriate mechanisms for convergence across borders. We classify the problems that are solved in the framework of cross-border cooperation on the grounds of the industry sector, the scale of the solution, the presence of existing mechanisms, etc., thus to justify the inappropriateness of using a single (universal) mechanism for the convergence of the competitiveness of border regions of Ukraine in the cross-border areas.
