The factors of competitiveness of the economies of the world are identified and proved dependence on their level competitiveness of tax policy. The main characteristics of competitive tax policies were determined. The assessment of competitiveness of the national tax system is held and proposed for evaluation of the tax policy methods of multivariate scaling and peer reviews. The use of the budget process, "the concept of tax expenditures" is proposed that will increase the efficiency of taxation. A study with WTO on the measures of tax policy and customs and tariff regulation regarding the provision of tax instruments more precise forms and procedures regulating their use.
