Legal and regulatory framework of activity of agencies and units of the Ministry of Emergencies of Ukraine, state management gears in fire safety supporting sphere are analyzed in the research, factors improving development of system, supporting activity of agencies and units of the Ministry of Emergencies of Ukraine are determined and their meaning is revealed, work package in recruitment, placement, training and education of key personnel for agencies and units of the Ministry of Emergencies of Ukraine is viewed, recommendations as to key personnel training for agencies and units of the Ministry of Emergencies of Ukraine are worked out. Non-budgetary activity gears are defined, shifts in catalog and order of rendering market services by agencies and units of the Ministry of Emergencies of Ukraine are reviewed, methods determining market services pricing are analyzed. Material support condition of agencies and units of the Ministry of Emergencies of Ukraine are analyzed, ways of its improving are offered. Worked out materials and conclusions are used for writing work-books for cadets, students and extramural students specialized in Fire Safety in the courses of " State Management Basics in Fire Safety Domain", " Staff Relations in Agencies and Units of Civil Protection", "Fire Safety Agencies and Units Management Arrangements".
