Research goal: determination of basic tendencies of students' information and communication competences forming in the system of secondary education of foreign countries for giving the proposals for domestic specialists. Methods: during research it was applied a system approach to the selection of information, study of the phenomena, determination of interrelations and interdependence etc. Especial value in the research was given to comparative-pedagogical methods of the analysis, generalization of positive pedagogical experience on the basis of general scientific methods of the analysis and synthesis. Research results: grounded an actuality of forming of the strategies of students' information and communication competences; essence of concept of competence education is studied; materials of UNESCO, UNISEF, OECD, UN, Council of Europe, European Union are analyzed concerning the readiness of graduates of general educational establishments to study and work in the ICT sphere; it is analyzed a role of virtual school communities; determined approaches to forming of competent communicative behavior of students; a concept "competence, information and communication competence, key and subject competences" is specified.
