Research methods: dialectical, approach of the systems, induction, deduction, retrospective, comparative and SWOT - analysis, design, extrapolation, synthesis, grouping. Scientific rekomendation is developed in relation to the models of evaluation of efficiency of investments in human potential. Developed models and proper scientifically analytical materials will be used for work of state institutions which are accountable for development of socio-economic policy and estimation of influence of the inculcated reforms on quality of human potential.
