The subject of the study design and implementation are based tools software with open source technology for creating MGIS based on them. The main goal of the development of technologies and tools to create urban GIS-based software with open source is to increase efficiency and reduce the cost of development, implementation, maintenance and development of the city Geographic Information System (MGIS). The goal is achieved by: a standard system platform based on unit MGIS software open source, development of standard solutions for information and technical support of the process of creating MGIS, creating software applications that implement the core functionality of MGIS, standardize the creation of a single fund urban spatial data the use of geographic information technologies that integrate spatial and attribute data on municipal facilities, the development of complex technology, which will provide organizational and methodological support for the development, implementation and subsequent support MGIS in a particular city. The open architecture of MGIS applied in the development of principles and technologies provide the following areas of development: the creation, within the system architecture, new functional subsystems MGIS (control modes of operation of utilities, environmental monitoring, management of housing and communal services of the city, etc.) implementation of e-government objectives, the creation of a variety of information resources, requiring mapping support for business, the public, etc., on the basis of detailed design information model of simulation and analytical models to analyze and predict various aspects of the urban economy. MGIS potential customers are city councils of small and medium-sized cities of Ukraine and their executive bodies.
