Subject of the research is national and international statutory and legal base which regulates activities of a system for the counteraction to the emergencies as well as civil defense forces. The purpose of the work to develop new regulations on the use of evidence-based guidelines and amendments to existing having to implement certain provisions of the Code. Research method is analytical. Scientifically substantiated conditions and requirements for the creation of an integrated system for the counteraction to the emergencies - the Unified national system of civil defense, and development of a share of new by-laws stipulated by Code of civil defense of Ukraine have proposed based on the analysis. The research work reflects changes of the legislation on civil protection issues. The regulatory acts having been developed are to provide realization of the measures of the national policy in the sphere of civil defense and daily management of the Unified national system of civil defense. Regulatory acts are to be used by public authorities, local governments, regional bodies of some ministries etc. activities of those are related to the protection of the population and territories from the emergencies, and by Heads of the civil defense forces.
