The relevance of the research is due to the need to set priorities and initiatives under the presidency of Ukraine in the CIS in 2014, developing a concept of the presidency and methodology and information-analytical support of the process of presidency. There was made first attempt to set priorities, develop the Concept and offer short and long term initiatives with which it is advisable to withdraw Ukraine during its presidency in this research work (research). The purpose for the 2nd stage of the research is to specify the ways to achieve the stated objectives, and synthesis of the research achievements, experience of chairmanship in the CIS of other Member States, in particular Kyrgyzstan, Moldova, Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Belarus (Belarus) and the analysis of their regional interests, weaknesses, problem areas at the presidency, as well as evaluating the implementation in 2008-2012 put initiatives and the impact of their implementation. The main objectives at the 2nd stage of the study are: - Define basic principles, forms and methods of activity of Presidency and the main areas of cooperation and opportunities existing mechanisms of CIS - Study the correspondence of objectives and the priorities of Ukraine's chairmanship in the CIS; - Develop recommendations for the implementation of the priorities of Ukraine's chairmanship in the CIS in 2014. Theoretical and methodological foundations for the 2nd stage of the study is a conceptual practice- theoretical approach of the study. Research methods - methods of scientific knowledge in their dialectical unity including general scientific theoretical and empirical - analysis of peer review, the historical and logical, and comparative analysis of strategic forecasting political events. In carrying out Stage 2 of the research there were used the basic documents governing the operation of the CIS in all three dimensions of sectoral cooperation, as well as current work and position papers of the leading countries of the Commonwealth, operating the CIS Executive Committee of the main issues on the agenda of the organization and conduct. New theoretical, scientific and practical results on the 2nd stage are: - was applied new conceptual approach to the assessment of individual objectives and the priorities of Ukraine's chairmanship in the CIS in 2014; - was analyzed the problems and disadvantages of chairman countries in the Commonwealth, that gives a reason to avoid errors, raise the efficiency of measures to prepare the presidency of Ukraine; - was made practical recommendations on the implementation of priority directions for the preparation of the Concept of presidency of Ukraine and Action Plan for its implementation.
