The problem of the evolution of the rotational motions of a rigid body is investigated under the action of disturbing torques. The optimal braking problem is studied for an asymmetric body with viscous fluid. The method of invariant relations is generalized for non-autonomous nonlinear differential equations. The property of attraction of trajectories to a singular point is proved using the measure theory for the motion of a rigid body.
