In this connection the problem of construction of the automated system of the account and management of urban ground resources is very important, because the degree of filling of the municipal budget and economic appeal of city to the potential investors depends on its optimum decision. Despite of activation of scientific-practical researches in the field of maintenance of forward development of ground reform in Ukraine, the concept of management of ground resources still is not produced, concrete methods, forms, ways, the models of management do not satisfy to inquiries of real practice, depth of their study insufficient. From here with all evidence the problem of formation of the concept of management of ground resources follows by development of methodology of construction of the automated control systems of ground resources. The purpose of job is the scientific substantiation of structure, functions, ways of organization and construction of the automated system of the account and management of urban ground resources, which provide rational, effective utilization of grounds of different categories on the basis of study of theoretical and methodical questions of information maintenance of management of ground resources, analysis of a modern condition and use of ground fund, methods of information and economic-mathematical modeling. The management of ground fund is impossible without possession of the authentic information about the qualitative characteristic of each concrete working site, as ignoring or the wrong estimation of their potential opportunities can bring to nothing results of planning, which is one of the basic functions of management. All this information should be incorporated in the automated system of the account and management of urban ground resources. The authentic information permits to accept more effective decisions at a level of city, more precisely to predict and to simulate a level of the market prices on ground, that is important for updating the budget, and also to influence the market of ground and real estate, to provide reliability of operations with ground and real estate, first of all, in sphere of crediting. The creation of the automated system of the account and management of urban ground resources also will help to ensure(supply) interests of the physical and legal persons, which this information is necessary for actions spent by them in sphere of a civil revolution of ground (the purchase - sale, will etc.), and also for information maintenance of enterprise activity of banks, insurance companies, appraisers, notaries, investors etc., and also interests of bodies of state authority and local self-management: state protection of the rights of lords; an estimation of grounds with the purpose of the taxation. The automated system of the account and management of urban ground resources is necessary for considering according to the system approach as an element of an infrastructure of city, which provides creation of uniform economic space in conditions of market economy, without which impossible development of investment process. The automated system of the account and management of urban ground resources constructed with use of the system approach and geographic information technologies includes databases of the qualitative characteristics of grounds, means of graphic visualization of the plans and interaction with the various thematic registers, the information from which is used for management of territories.
