The purpose of the work - to create the method of prepare spatial data , expand the functionality of GIS "Instrument" and the mechanism of access to spatial data in order to obtain their users. Research method - a method of computer processing of information for the analysis and synthesis of geospatial data and mathematical modeling applications. Result of research - an enhanced version of the module " Synthesizer " that implements the procedure for preparing and raster synthesis intended for users of vector layers , data and metadata for GIS models of the MIA of Ukraine; extended functionality GIS that is able to connect and display data from alternative sources and link them with existing relational tables ; tool for tracking on an electronic map coordinates received from the GPS- devices , tools for editing digital terrain model in the GIS of the MIA of Ukraine , the theoretical fundamentals , scientifically based methods and mechanisms of distribution and access to spatial data with order to obtain their GIS users the MIA of Ukraine.
