The structural components of this potential are marked out, their level and the importance in innovative development of domestic economy are evaluated. Sociopolitical, socioeconomic and institutional components of cumulative social potential of IDE are evaluated on a low level. Social-cultural, scientific and educational potentials of IDE at level that is closer to an average are evaluated. The integrated index of social potential of IDE makes 2,3 points (on a 5-mark scale). The basic social barriers interfering IDE in Ukraine are fixed: system of family-clan oligarchical capitalism, contemporary political system, social and economic differentiation of the population, corruption, monopolization and shadow economy, a low standard of living of the population. The most influential factors promoting IDE are defined. It is proved that for realization of IDE Ukraine have to change drastically existing institutional order, to overcome "strict" social barriers and to provide the real state support of IDE.
