The purpose of research - development of effective innovative forms of economic mechanism. In order to achieve a particular purpose with respect to the formation of innovative forms of economic mechanism in Ukraine and solving scientific problems demonstrated the feasibility of using these methods of scientific investigation, namely the methodology of calculation of regional summary innovation index (Maastricht Economic Research Institute on Innovation and Technology - MERIT, The Netherlands); methods of structural analysis of innovation activity area (Kortov S.V.); regression analysis methods of innovation activity area (T.A. Shtertser); methods of factor analysis of innovation potential (E.P. Amosenok, V.A. Bazhanov); methods index calculation "knowledge economy" in the region (World Bank); technique based on clustering of regions and considering the three groups of indicators of regional innovation system (Varshavsky A.E.); technique integrated assessment of scientific and technical potential of the region (N.E. Tropynina). Theoretical and scientific results: - the essence of the concept «regional innovation system» and the necessity of its formation. Investigated subsystems components of the regional innovation system on the example of the Poltava region; - a conceptual framework for the development of innovation infrastructure in the regions, which identified the main targets, priorities and directions of the further development taking into consideration regional peculiarities of its formation, to offer model of stimulation of development of innovation infrastructure; - systematized national and regional mechanisms to promote the development of innovation infrastructure; - justified organizational changes in the structure of management of innovative development of regions, as well as the content of the activity of state and regional bodies of management of the regional innovative development, attracting to its activity of subjects of innovative process and civil society organizations should ensure the effective management of innovative activity at all stages of the innovation process and the formation of a modern innovative infrastructure of the region; - a conceptual framework for adaptation economic systems as the process of their adaptation to changes in the competitive environment; - methodical approach to the formation of the regional innovative infrastructure as the main directions of realization of innovative policy; - the mechanism of use and protection of intellectual property in the system of stimulation of innovation activity and development of innovation infrastructure; - justified effective forms of implementation of the state regulatory policy in the system to ensure the conditions of competitiveness on the national and regional levels in Ukraine; - developed forms, methods and tools for implementation of social innovation as a basis for ensuring the modernization of the social infrastructure in rural areas, take into account the multi-vector nature of human interests, territorial communities, local authorities, regional and state authorities. According to the results of research based on new conceptual approaches to innovative forms of effective economic mechanism in the system to ensure the competitiveness of Ukraine and its regions formed a set of methodological guidelines and on this basis, methodological approaches, methods and tools that are fundamentally different from existing development and is the basis for the development of innovative strategies development in Ukraine. The novelty of the results is that the grounded theoretical and methodological principles, practical guidance on the management of innovation development of Ukraine's regions, proposals for the formation of an effective model of innovative economic mechanism in regions of Ukraine; reasonably organizational changes in the structure of innovative development of the regions. The results obtained taking into account the existing experience and allow you to extend current approaches to the formation of a systematic understanding of the mechanisms of stimulation of innovation infrastructure, given the current international experience, areas of improvement to justify regulatory support innovation; determine whether legislative changes in the activation of the innovation. Results of research work were used in the industrial, financial, entrepreneurial activity of enterprises and organizations of the Poltava region and Ukraine during the implementation of investment projects. The results of scientific research were scientific Foundation of an estimation of economic efficiency of investment projects in oil and gas, construction, food industry, forecasting dynamics of selected economic and social indicators. A comprehensive analysis of the main risks and threats to the sustainable development of the region made it possible to develop recommendations to ensure the economic sustainability of individual enterprises. Complex of the proposed methods was effective in management decision-making.
