The theoretical aspects of labour potential as a factor of socio-economic growth; the scientific and theoretical approaches to the assessment of state officer; the indicators of modern development of human resources processes in the state service; the work conditions and labour organization and socio-psychological climate in the state institutions were investigated. The purpose of work is research of the state and efficiency of the use of labour potential in state service; development of practical recommendations concerning to the improvement of the use of labour potential. The object of research is labour potential of state service of Ukraine and Dnepropetrovsk region. Recommendations and suggestions are used in practical activity of Department of Social Defence of Population of Dnepropetrovsk Regional State Administration; and used in the educational process of preparation of bachelors, specialists and master's degrees in the Dnepropetrovsk State Financial Academy on specialty "Management of the personnel and labour economy".
