Goal of the research is to provide effective functioning of integrated information-communication Web-resource "Kharkiv Innovation Platform" aimed at enhancing of interaction between advanced research, education and real economy sector, assist to update of domestic production, cooperation with European and World research and innovation environment and raising qualification of specialists and managers in technology transfer and commercialization of domestic research achievements, Research method: the analysis and introduction of modern information-communication technologies in scientific research commercialization, use of advanced methods of education and raising qualification of specialists using distant "on-line" technologies. Main Results. Based on the analysis of preceding research, the technology of functioning of Kharkiv Innovation Platform (KIP) as an information- communication part of the National Innovation System is updated and modernized. Efficient interactive system of distant "on-line" learning is developed and applied. Educational program of the raising qualification course "Managing the innovation activities and technology transfer" designed for public officials, managers of scientific and innovation enterprises, experts in technology transfer is developed. Modules of original educational program are developed taking into account world tendencies and peculiarities of Ukraine economy realities in the sphere of scientific research commercialization, technology transfer, and innovation development. The methods of organization of educational process, schedule of access to educational modules, and instructions for testing are developed. The complete course of education and testing for the first group of trainees is fulfilled. Functioning model of the Kharkiv Innovation Platform based on the European technology platforms format has demonstrated urgency and demands among target group of specialists interested in enhancing and using the domestic research and innovation potential, creating conditions for modernization of production, applying domestic scientific developments in entrepreneurship and involving investments into innovation-technology sphere.
