The subject of research are the normative legal acts of Ukrainian and foreign legislation, that contain the reasons, grounds and procedure of controlled delivery of narcotic drugs and psychotropic substances, and also theoretical and organizational - tactical foundations of controlled delivery of such substances. Methods: statistical analysis, content analysis, interviews and questionnaires, the study documents, logical and comparative analysis. Scientific novelty of the research lies in the fact that the work is a comprehensive study of the legal framework that regulates the conduct of controlled delivery of narcotic drugs and psychotropic substances, and analysis of the actual state and organization of Struggle Against illegal narcotic drugs trafficking units of the Ministry of Internal Affairs of Ukraine for joint controlled delivery of these substances with law enforcement agencies of the Russian Federation.
