Theoretical and methodological foundations of cadastral valuation of real estate settlements, which must be carried out exclusively using market methodological approaches and its final result should be the market value of the property were grounded. Its introduction will encourage efficient and the most effective use of real estate and serve as an instrument of economic development in settlements of Ukraine. There were received Mathematical formulas that allow, on the basis of the data of regional real estate market, to determine the value of the right to lease land built on the basis of rent. Determination of the optimal sample size, unparalleled facilities was also done. The resulting equations for determining the minimum adequate sample size are based on the classical parametric linear regression model. There was offered a method how to overcome the influence of subjectivity appraiser that will help improve trust in the results of the customers and regulatory authorities. It is shown that the study population sample normal distribution of market data should be preceded by calculating the market value of the evaluation.
