The investigation and court decision in such cases are difficult due to lack of characteristics of the discharge of pollutants. In such circumstances, there is a need for a comprehensive methodology that will allow experts to perform forensics and expert studies related to the definition of compensation for damages caused by violation of the requirements of environmental legislation regarding the discharge of pollutants. This research work, for the first time, on scientific principles summarized existing practice of relevant studies, taking into account the best available techniques in water use, defines the criteria for expert assessment of compliance with environmental legislation.
