Research work is carried out under contract number 111/0030-A-2014 between the military unit A1906 and the Scientific Centre for Aerospace Research of the Earth IGS NASU (CASRE) from 5 May 2015. The object of the research study is typical targets and the surrounding landscapes of Europe and the Middle East. The subject of the research study is reflectance and emissivity for typical targets and backgrounds in long-wave infrarad band of the electromagnetic spectrum. Research report consists of five units. In the first unit the spectral emittance features of the man-made surfaces, water bodies, ice and snow covers, soils and vegetation are described. Also, the physical basis of remote sensing in the long-wave infrared band is given. The second unit contains data on analysis of composition and spectral characteristics in long-wave infrared band of typical landscapes in the context of hierarchical spectral database. The structure of the proposed database is shown in the Appendix A. In the third unit sources of reflectance and thermal emissivity of typical targets and backgrounds are analysed. A large number of spectra of typical landscapes samples, taken from open sources and measured during the research, as well as their descriptions are given in the Appendixes B, C, and D. The source code for recalculation of broadband emissivity ground-based measurements into mission sensor band emissivity is presented in the Appendix E. The fourth unit contains a demo GIS-Project on integration of the typical landscapes spectral characteristics database. The unit describes the GIS-Project technological scheme on creation of the typical landscapes spectral characteristics database in the visible, near and short-wave infrared band. GIS-Projects database of typical landscapes spectral characteristics in the long-wave infrared band and thermal emissivities of typical landscapes are presented. The fifth unit describes the method to detect critical elements of precision weapon possible impact targets on the basis of structural and semantic approach. The graph model for description and detection of space-disperced targets' images has been developed. The rules and algorithms for the targets graphs plotting are described. The examples for detection critical elements of precision weapon possible impact targets are considered on the remote optical images using the proposed method. The source code for detection of critical elements of precision weapon possible impact targets on their structural and radiometric signs is given in the Appendix F.
