The object of study - the military men who took or are taking part in the combat actions during the antiterrorist operation in the east of the state, evaluation of their actions and achievements after the exit from the conflict zone or demobilization. The subject of research is the process of evaluation of performance, and other factors that affect a person military men in the conflict zone, the response and actions of human bodies which determined its evaluation criteria and fulfillment. Objective - to develop guidelines on the organization and improve the assessment process while conducting combat operations in any conditions (combat actions during armed aggression by another state). In order to achieve the research objectives identified the following objectives: to analyse the existing personnel evaluation system and the effective use of the results of their work in peace and in the course of the antiterrorist operation; to clarify, for the result of the study of the existing personnel evaluation systems in the armies of the leading countries of the world, activities of commanders (chiefs), human bodies and evaluation committees during assessment; to develop proposals for improving the existing assessment system based on the experience of military participation in antiterrorist operations; develop the system of complex estimation of the military and how to use its results in training and personnel decision making; develop guidelines to commanders (chiefs) on the modalities for a complex assessment of military and implementation of its results. Develop draft amendments to the legal documents on the complex evaluation of militarymen of the Armed Forces of Ukraine. The methodological and theoretical basis of the study constitute a dialectical and systematic approaches, methods of induction and deduction, expert assessments and interviews. As the research methods were used: theoretical and methodological analysis of the problem, the scientific generalization, logical and scientific methods of comparative analysis, expert evaluation, methods of applied sociology and psychology: tests, questionnaires, interviews, observation, and polling. The official documents and regulations that define been used as information sources personnel management system; Battle system state estimation (mobilization) readiness of military units, units and formations; experience in organizing and carrying out anti-terrorist operations (hereinafter - ATO). The novelty of the work is the definition: approaches to the consideration of the content and change of personnel assessment process during the antiterrorist operation and under other types of combat operations; proposals for the inclusion of specific requirements for the conduct of military personnel assessment during the antiterrorist operation; accounting for changes in the legal documents concerning an adjustment and integration into the process of assessment of the new conditions of the servicemen and assessment of their impact on the effectiveness of combat operations in the ATO.
