The aim is the analysis of foreign experience of providing local public goods and services, and the practical schemes and algorithms of its usage in the financing of public environmental services in the general territorial nature use. The method of research is dialectical, causation and abstract logical methods, system approach. Results and their novelty: improved general organizational principles of territorial environmental management, in contrast to the existing application providing targeted, complementary tools and preferential financing public services at the level of environmental areas. Relationship with other works: some results were presented at scientific conferences and published in scientific journals. Recommendations for the use of the work: on the basis of the analysis theoretical and practical approaches to practical use organizational tools of public funding for environmental services at the territorial level can be offered.
