A new method to determine the time delays in gravitationally lensed quasars has been elaborated and applied to the real observational data. Conditions of stability of the gaseous-dusty torus as a possible structural feature of quasars and active galactic nuclei have been investigated. Theoretic models have been developed and tested, which describe the mechanisms of scattering the electromagnetic waves by discrete media, with the weak localization effect taken into account, as well as the models of scattering the waves from the ground and vegetation areas of the Earth's surface.
