The system of the scientific, legal and ledislative preconditions for effective implementation of modernization and reform was formed, as well as the analysis of theoretical development and practical implementation of all national institutes, industries and sectors was carried out. There were investigated the current trend of increasing number of crimes, the emergence of new and changing traditional forms of criminal behaviour, due to the difficult economic situation and the aggravation of social contradictions, the unstable political situation in the country, which eventually leads to complication of the process of establishing a democratic, social and legal state. The recommendations and proposals on improvement of legal institutions and activities of state authorities and local self-government bodies are proposed on the basis of the conducted research.
