The Purpose of the Study: To develop the universally Quality Indicator Measurement for effectively evaluate of cancer programs based on approaches defined the problem of limited government funding. This study will conducted to develop a set of quality indicators (QIs) of an adults and childhood cancer control and health care delivery system in Ukraine. The main results of the study should include main principles: building indicators system to assess the effectiveness of the budget programs should be implemented in five stages. First, we must begin the study by defining the goals of the cancer program budget. To complete the research necessary to develop a generalized model that helps to assess the efficiency of budget allocations. The main performance indicators of the budget cancer programs include: the economy, efficiency (productivity), quality, overall efficiency, index of efficient use of material resources, an indicator of social effect, the economic efficiency of medical care, the efficiency of labor resources. We hope to eventually offer this program to any medical oncology practice meeting basic criteria in the real world for population-based practices and effectiveness to cancer control and health care delivery system in Ukraine. Some indicator sets are more comprehensive for apply to multidisciplinary care settings.
