Objective: to identify the factors and mechanisms of action on the social and cultural components that promote or hinder economic modernization in Ukrainian society; to make proposals for consideration of these components in the economic development. Methods: structural-systemic method, sociological surveys, secondary data analysis, cross-national comparison, visual, methods of statistical data analysis (cross-tabulation, correlation, regression, statistical test of hypotheses), modeling, document analysis etc. Main scientific achievements of the study allowed: to identify the factors and mechanisms of action on the social and cultural components that promote or hinder economic modernization of Ukraine in such aspects as political support, the ideology of socioeconomic modernization, social capital and social groups-drivers of economic development; to empirically check regional differentiation of the social capital and factors of its formation, political support, positive attitude to market values, private property, competition and predisposition towards starting a business, as well as potential components of the modernization of the political elite; to propose a set of practical recommendations for social-cultural factors that strengthen institutional efficiency, development of social capital and formation of socially responsible elite. Scientific novelty: dominance of bonding social capital (reliance on resources of relations and family - 87% of the population) over bridging social capital (reliance on resource of relationships within civil society - 35% of the population) in Ukraine is empirically proven. This is a negative factor for the economic modernization. The critically significant gap between the high reliance on bonding and bridging social capital is typical for the Central, Eastern and Southern Ukraine. The method of structural equation modeling revealed that factors of the trust in institutions formation and factors of readiness for civic participation, especially in the aspect of readiness to control the authorities vary between the regions of Ukraine. In the Western Ukraine readiness for civic participation is observed between the population which to the less extent trusts in non-governmental institutions, while in the Eastern Ukraine the situation is just the opposite. The direct connection between the readiness for civic participation and trust in public institutions is observed only in the Northern Ukraine, and in other regions this connection is mediated by the level of trust in non-governmental institutions or type of preferable social networks. An additive index of attitudes favorable for the economic modernization (IAFER) has been developed. It is based on attitudes to the private property, evaluation of the effectiveness of privatized enterprises and attitude to entrepreneurship. It is shown that ideological views on the economy are rather inconsistent, that results in an eclectic combination of recognition of market economy values (private property, individualism, etc.) and values of the planned economy. It is proved that such eclectic views are typical for almost a third of the population (30%). It is found that the deterioration of the personal financial situation of respondents does not negatively influence the attitude to the market values. Since 2013, despite the worsening of the socio-economic situation, an increase in the share of people who support the minimization of the state involvement to the management of economy is observed. The practical significance of the results of the study: a complex set of practical recommendations for socio-cultural factors ensuring institutional efficiency, the development of social capital and the formation of socially responsible elite has been developed. Results of the study were tested in analytical papers addressed to the government agencies and also during international scientific and practical conferences and meetings. They are published in 10 articles. They were used for the 4 analytical papers and materials for reports addressed to the Presidential Administration of Ukraine; National Security and Defense Council of Ukraine; Parliamentary Committee of Ukraine on National Security and Defense, the Main Department for Humanitarian Policy of the Administration of the Presidential Administration of Ukraine, Ministry of Social Policy of Ukraine, the Parliamentary Committee on Social Policy, Employment and Pensions, the Parliamentary Committee on Economic Policy, National Agency of Ukraine on Civil service. The papers and materials received positive feedbacks.
