A research object is the system operational and technical management of telecommunication networks (SOTM) and national center of management telecommunications (NCM), that interact on the basis of rules, norms and algorithms which set by normatively-legal acts and normative documents. SOTM intended for organization on territory of Ukraine of the general use of resources of TCNS of operators (proprietors) in the conditions of emergencies, a state of emergency or martial law in interests of national safety, defensive, guard of law and order, state administration, civil defence, safety of citizens.
