The goal of research is development and analysis of methods and tools for improving efficiency of transport and logistics systems in sea transport of Ukraine. Research methods are analysis and synthesis, economic analysis, probability theory, optimization theory, logistics management, risk management, shipping logistics. The result of the research reflects the problems that need to be addressed with the aim of improving the efficiency of supply chain management, with the participation of the enterprises of sea transport of Ukraine; determined that to achieve the objectives of the study must be carefully considered European and world experience in the field of maritime logistics; researched methods of optimal control supply chain and logistics clusters involving a transport component; developed a number of methods of optimal planning of the transport and logistics of cargo delivery systems in conditions of uncertainty and risk, as well as improving the safety of navigation on the basis of better risk management in the activities of Russian classification society.
